Lines in Photoshop 2021

I am unable to add color or select line in PS 2021

You can use the rectangle shape tool to make vertical and horizontal line shape layers. Then use transform to rotate and scale these line shape layers and you can use the Line shape tool to add arrowhead shape layer  over the line shape layers in Photoshop 2021.
