Hi!

 

There are a couple of things you can do in Photoshop, like using the Posterize or Threshold (Image>Adjustments Menu). Adjust the settings to get the level of colors to create the look you want. But the option that will give you the best results is to draw it yourself. Place the photo on a layer and then lock that layer. Create a new layer on top and with your Pen or mouse, using the brush tool set to black, draw the shadows in to create the look you are going for. Look for distinct features or shadows that will characterize the person and keep it simle.

 

There may be some Third-party filters that will get you part of the way there, but the best eye (or filter) for the job (to get the portrait you want) is yours.
