I'm on Mac OS 10.11.6, Photoshop 19.1.6. Adobe lists Camera Raw lists minimum CR version of 12.4 for my camera.  But my Photoshop CR version is 11.4.1, set for automatic updates and says it is current.  Files will not open.

It's because your operating system doesn't support newer versions.

Photoshop is now at version 22.0.1, and ACR at version 13.0.2.

Yes I figured that out.  Guess this will have to wait until I buy a new computer. :[

There is no generic support for Camera raw files or CR3 files. Support is model by model. A new Canon would make a new kind of CR3 file and need a new update, once Adobe have purchased the camera and reverse engineered the formats. So you need to check the exact camera model, not rely on "versions that open CR3". If only it wasn't so complicated... the table of camera is here https://helpx.adobe.com/uk/camera-raw/kb/camera-raw-plug-supported-cameras.html
