Making a transparent document isn't working - Photoshop CC 2019

I've never seen this problem before and I'm not sure why it's happening ...

I go to make a new document on Photoshop CC (2019) on a PC and I do the usual ... choose my size, dpi, resolution, etc.  Then I choose Transparent background.  Great...all is going well and normal.  But then when the document opens the background is a white layer and there is no way to change it.  I'm not sure what has happened!  I've even tried making the background white to start and then making a new layer (which would usually be transparent) and its still white!

Please help...I really do need to make some things with a transparent background.

Hi Laura,

That shouldn't be happening, let's make it right.

As the document is not transparent, could you please try deselecting "Use Graphics Processor" located in Photoshop's Preferences > Performance, then relaunch Photoshop and let us know if it helps?

If that does not help then try resetting the preferences of Photoshop and see how it goes. Preferences in Photoshop

Note: Make sure that you back up all your custom presets, brushes and actions before restoring Photoshop's preferences. Migrate presets, actions, and settings
