Misreading the click position

Hi! After one of the recent updates, I encountered quite a strange problem.


Namely, when I want to use, for example, the top menu bar (toolbar) and I click the Plugin item, the Filter menu opens. When I click the View, the Select opens, etc.

 

I noticed a similar problem with brushes or eraser, I click in a different place and it responds somewhere else.

 

I tried resetting the settings to default, I even reinstalled Photoshop, but nothing helped. None of the settings I came across in Preferences didn't help either. Has anyone encountered a similar problem?
