And a VC RUNTIME.dll message I am installing Photoshop and Creative cloud on a brand new Win 10 machine. I try reinstalling CC and no dice. I try to follow the instruction on the help site. No dice. Help!

You need to install Visual Studio Redistributable Package. See the following post for information on how to do it
