mosaic pixel or dot effect mockup photoshop

I am trying to use the mosaic pixel or dot effect template, but I can not find any tutorials.  Can someone help direct me or guide me through this program?

What is »mosaic pixel or dot effect template« supposed to be? Filter > Pixelate > Mosaic? Something else? 

Please post screenshots to clarify.
