Most recent update to Photoshop extremely buggy

I had been using a version of Photoshop that was probably a year old. Thursday, the cc updated it to the newest version automatically. Since then the performance has been horrendous and I've had an extrememly difficult time managing workflow. 

-slow tool changes

-stutters and slow to create new layers

-stutters and slow to delete layers

-slight flickering

-massive drawing delays zoomed in

-unable to change drawing mode in gpu settings

-tools switch back and forth between the last selected and current on its own

-gpu options greyed out

-and who knows what else. 

My system is more than capable of handling these files as the previous day everything was working perfectly. In the updated version, I would have no pen pressure if I turned windows ink off. 

I ended up having to edit the settings with the UseSystemStylus 0 work around. 

Has anyone else had these issues? Using a Cintiq 22HD. These issues are micro stutters, bugs and what seem to be glitches. These are all very annoying and extremely hindering when trying to get work done

Please ensure you have all available Windows updates along with the latest drivers for your computers graphics card. Also, update to Photoshop 22.3.1 through the Creative Cloud desktop app.
