If you are using Windows did you install a codec that supports quicktime. I believe there are security issues installing Apple quicktime on windows. I do not expect quicktime videos to play on my Wwindows 10 system.
I find some .mov files will play. These may be encoded via some other codec than quicktime.
I know this is an old post, but I hadn't seen a solution while searching this problem. I ran into this issue when import .mov files made in blender. I put the in premier, exported them in quicktime with the ProRes 4444 (XQ) codec, then was able to import that into Photoshop. have done it with 3 .mov files that gave me that error now and it has worked each time.
