Move tool and patch tool not working

I cannot seem to get the move tool and the patch tool to work. I can select an area, but when I click and drag, the area will not drag with the mouse. Help. What did I accidently do to cause this?

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible? 

Have you reset the Tools yet? 

What have you done for all-purpose trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
