Name of this technique

Hello, Just wondering what the name of this tutorial/technique this image follows. So I can do something similar for a assignment. 

All I know is that it is a mute colour palette.

One may call it posterization or try Filter > Filter Gallery > Artictic > Cutout, but I wonder if this may not be better done with Illustrator’s Image Trace.

Thank you for the reply, looked at a tutorial and its waht im looking for same as the image. What i relaised is that image, doesnt have black lines as the structure, two colours make that black line. Much appreciated for the help.
