Need Help /Advice on Restoring Photo

I have a friend whose wife recently passed away from Cancer. He wants me to restore the only photo (attached) that he has of his wife taken 20+ years ago on their first date. The original photo and what I've done so far are attached. Bad photo to begin with and I've gotten it to its current state with a variety of methods (obviously not all good). I already don't like all the blurring and blurring/smearing it further will only result in making it worse. can anyone help?

I think you may be overdoing it a bit and trying to keep it simpler might not be a bad idea. 

Some of the color variation in the skin could additionally be addressed by painting on a Layer set to Blend Mode »Color«.
