PS trial ended many months ago.. Today I try to open it again but it comes up with

 

"Sorry, your sign-in attempt doesn't match the Egress IPs of the profile that this machine is assigned to. Please contact your IT administrator".

 

I have never linked adobe with my university so I don't know who should I contact (IT Admin).

or can it be solved by purchasing PS?

You need to have a subscription to use Photoshop. Here are the plans:
