Neon green screen. Help!

When I open an image is doesn't show the image, but it shows neon green. When mocing with my cursor, you see the image underneath flikkering through the neon. Can zomeone pleas help me. I tried everything and I don't know what to do anymore ;-(

Thank you for your reply. Unfortunately, this didn't work. 

There was a problem with my preferences and the Adobe service desk cleaned it.

It works.
