New Adobe Photoshop 22 says Program Error

I have installed Adobe photoshop latest version once it installed, I tried creating a new file or open an existing file it says program error. I installed it several times by Adobe Creative Cloud and the same. 

I have to downgrade it to version 21 which is working fine. What seems to be the reason?

I think from the description it's probably a bug or maybe the file is not compatible with the newest version?

Personally I upgraded to the newest version and everything works fine for me for some reason...

Probably stick to the older version in the meanwhile and see what happens.

I tried it several times and try to create a new file but the same error, will stick to the older one for now.
