New layer size not restricted to artboard bounds

I have a problem with artboards. When I make a few artboards and after that create a new layer and fill it then the size of this layer is bigger than my artboard size. I used to align items using a background layer (mostly a white layer constrained to canvas size). Now I've started using the artboard and this Photoshop behavior is annoying me because I have to shrink this new layer each time I created a new artboard. Can somebody explain why artboards work like that? Can I disable this functionality or it is a better and proper way to aligning items in the artboards world.
