I watched a video showing me how to use Photoshop. The video instructed me to create a new layer and was guiding me on how to use the spot healing tool, but the spot healing tool wouldn't work on the new layer. Can anyone inform me why this is?

Here's a follup to my own question. At the top is a small box that reads samply all layers. This box needs to be checked in order to remove anything on the new layer using the spot healing tool.
