No, your system needs to meet the minimum software and hardware requirements. Upgrading the OS is the only option you have as far as i know, or else keep using CC2018 that is compatible with Win 8.1 i suppose

Windows 8 has been past end of life for maybe three years now, new software can't be expected to work on it...

Windows 8/8.1 mainstream support ended in 2018 but end of life and support doesn't end until 2023

Windows 8/8.1 is newer than Windows 7 yet Photoshop 2020 still works with that even though Windows 7 end of life was January 2020

Adobe are dropping Windows 7 support too. Don't expect any future versions to work with it even though it currently has around 20% market share. How can a company support software on an unsupported system?

For Windows 8, clearly Adobe are not interested in a system with 5% market share.

It's the usual story: if you want to freeze your system, freeze your apps. If you want to freeze your apps, freeze your system.
