Not able to work on a selected layer - Photoshop 21.0.3

When working on a multi-layer Photoshop doc (OS 21.0.3), when I select a specific layer to work on the program will often bounce to an entirely different layer - and continue to do so no matter how many times I try to return to my desired layer. I can override this issue by dragging my desired layer above all the other in the layer palette window, but I'm certain this should not be happening at all. It certainly wasn't an issue with any of the previous versions of the program that I've used. -gh

Sorry to hear that you're not able to work in Photoshop. Could you please try updating Photoshop to version 21.2.3 through the Creative Cloud app and let us know if that helps?

If that does not work, then try restoring Photoshop's preferences back to default and see how it goes. https://helpx.adobe.com/photoshop/using/preferences.html

Note: Make sure that you back up all your custom presets, brushes & actions before restoring Photoshop's preferences. Migrate presets, actions, and settings
