I haven't had this problem until the last update. I can't use any of the tools and sometimes can't even open a photo in Photoshop without it giving me an error message and saying there isn't enough RAM and then shutting down. I've changed the Performance preferences with no success. All the answered posts are from three years ago.
I know it's not a lot but I've never had the problem before on this computer or my previous computer. It didn't start happening until I updated Photoshop.
