Oil Paint Filter problem 2021

Purchased new PC Dell XPS8940.  When I installed Photoshop, the oil paint filter is dimmed.  I went through the instruction to fix the problem  i.e. Use Graphics Processor.....the box is not checked and is dimmed.  I am unable to check the box.  Any ideas.  Using Radeom RX-5700 XT.
