Only seems to happen with text layers that have been rasterized...

I select the rasterized text layer in order to move it, to drag it with the mouse, but photoshop immediately selects INSTEAD the BOTTOM layer.

If I lock or otherwise deactivate the bottom layer, it still won't select the rasterized text layer, so that the only way I can move it is with the keyboard arrows

Do you have Auto-Select enabled in your options bar? If so, uncheck it.
