Option + SpaceBar (slide mouse) / spacebar + mouse click pan - NOT WORKING

Computer Info:

Mac OS Catalina 10.15.7
Photoshop 2021 Version 22.3

The Photoshop features arent working. 

*Option + Spacebar + sliding mouse to zoom in and out of photo is not working
*Spacebar + Clicking Mouse to Pan is not working

Anyone with any info would be great.

So I just noticed that if have Rulers on these features will work.... if rulers is off then they dont work.

Update: 
The features will work for a little bit only and then go back to not working properly.

Do you have GPU acceleration turned on in Preferences Performance?

You'll need to restart Photoshop for it to work.
