Overscroll for CS6

I know that the option for "Overscroll" isn't available for CS6; however, I also know that there is a way to enable it in CS6, but I forget how.

 

I have CS6 running in one computer (Windows 10). Long time ago after a lengthyI research,  I found a way to enable the overscroll functionality in CS6 and has been working perfectly. Recently, I install another copy of CS6 in another Windows 10 computer and for the life of me I don't remeber the trick to get "overscroll" to work.

 

Please help me out if you know how to do it (and this time I' promise I'll write it down for the record.)

You could press "F" for fullscreen mode and it lets you overscroll.

In Photoshop CC 2014 no option Overscroll in the preference. Use it:

 

Create PSUserConfig.txt in Users\<current user>\AppData\Roaming\Adobe\Adobe Photoshop CC\Adobe Photoshop CC Settings\PSUserConfig.txt

And add in the file: AllowOverScrolling 2
