Paint Bucket Won't Work on Layer

I am trying to change the colors in a layer. I created a new layer and imported an image copied from another file. I have selected a color from the Layer 0, but cannot change the color of an image in Layer 1  (the imported image).  I am in Windows>Workspace>Essentials. I used the eyedropper to select the color, then activated the layer I want to change, but when I used the paint bucket to change to color within that layer, nothing happens. I searched other threads, but could not find this issue previously solved...

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible? 

 

If you already have a Selection anyway why don’t you just create a Solid Color Layer?
