In this clip the artist used the pen tool to create a stroke and seems to be changing the stroke width of the path.

Does anyone know what exactly he's doing or what shortcut it could be?

They were using the Pen tool to create some paths and they were using the Brush tool to paint with and also stroke paths.  You can stroke Path using many photoshop tools and had Photoshop simulate pen pressure. They were also very proficient and fast switching between tools  and the video may have been speed up some. You can also record an action to stroke a path with the brush tool simulate pressure and  play it with a fkey shortcut there will be no Stroke path dialog when used.
