You could make a template doc. To do that, make an empty document the size you need and with the guides positioned, then save as file type  .psdt

You could easily add  new document and open document event handlers to the Script Event Manager  for document you add and open using Photoshop UI.   Because there are so  many Aspect Ration , Size and Resolution possible  I  think you should  script the event handler  to set the guide you feel are appropriate for document being added in Photoshop,
