Photoshop 2019 - Tolerance Permanently set to 1

I am trying to use the magic wand tool in Photoshop 2019, and no matter what I set the tolerance to, it will only select pixels of one exact shade. I have changed every other setting in the tool and it changes nothing. This of course applies to the paint bucket tool as well.

The screenshot is what the magic wand tool selects when set to 255.

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible and one with Quick Mask Made (Q) and the Composite Channel hidden?

Those are not the screenshots I asked for. 

 

What are you trying to do anyway? 

If the Layer has transparency using the Magic Wand Tool seems useless and the tranaparncy could be loaded directly or the Layer used for a Clipping Mask.
