Photoshop 2021 Can't see menu bar

Hello,

I installed the 2021 versions of Photoshop, Illustrator, and InDesign.  When I open Photoshop, I cannot see the menu bar along the top but if I hold my cursor there, the dropdown menus show up.  I have uninstalled and reinstalled twice.  I have cleared my cache as well.  Any advice would be appreciated.  Screen shot included.  Thank you.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue? 

How about turning off Photoshop > Preferences > General > Auto Show Home Screen?
