I have the same problem. It freezes for about 25 sec but after that everything seems normal.

I hope there is an update that will resolve this issue.

I've been looking through the UXPLogs file and noticed this warning that is causing a 42 second delay. I wonder if you have the same error. The log file is located C:\Users\"your user id"\AppData\Roaming\Adobe\Adobe Photoshop 2021\Logs. The file will be named UXPLogs_2021-03-14_15-39-58_472915.log where the date part of the name is the last time you started the program.

Same issue here. Had Adobe support remote into our machine and couldn't fix it. Steps taken:
1. Close Photoshop

2. Went to %appdata%, went into the Adobe folder, and renamed "Adobe Photoshop 2021" to "Adobe Photoshop 2021.bak"

3. Uninstalled Photoshop through Adobe Creative Cloud application

4. Installed Photoshop

5. Started Photoshop. Initial start up was quick. No problems. Tech disabled GPU acceleration in Settings > Performance and in Camera Raw. Saved and closed Photoshop.

6. Started Photoshop. Welcome screen locked up like before.

Adobe support tech than did this a few times over the next 3 hours before disconnecting. Issue was not resolved.

Since that time, I have done the following:
1. Ran the Adobe Cleaner Tool (https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html) to remove all Adobe products

2. Went into Apps & features to remove any other Adobe products

3. Removed all Adobe folders in appdata, Program Files, and any temporary files

4. Restarted the system

5. Downloaded a fresh file of Adobe Creative Cloud Set-Up installer

6. Installed Creative Cloud from scratch

7. Once signed in, installed only Photoshop

8 Started up Photoshop. Start up like normal.

9. Closed Photoshop and opened Photoshop again. Current issue (welcome screen lock up) persisted for 32 seconds.

10. Ran through steps 1 through 7. Restored backed up Adobe folder. Started up Photoshop, fast start up.

11. Closed Photoshop and opened Photoshop again. Current issue (welcome screen lock up) persisted for 31 seconds.

I later took by backed up settings and installed Photoshop 2021 on a virtual machine on our local servers. With or without the previous settings from the problematic computer, this problem does not exist. This maybe an issue with Window, Nvidia, or some other issue that is not present on a virtual machine.
