why won't my photoshop 2021 open. When i go into my creative cloud, its says Photoshop 22 - Waiting. My older Photoshop CC will open but its malfunctioning. ???

Adobe changed requirements needed for 2021 does your machine ans OS neet requrement. Have you check out Adobe published known issue list.
