Photoshop 2021 small distance strokes on tablet don't show until lifting pen

Adobe Photoshop Version: 22.3.1

Tablet: Cintiq Pro 13

 

Every time I make a small line, I need to move it past a certain distance for it to appear. If I release before this gap, the stroke appears correctly, but until then there is no visual feedback showing how it's going to look. This makes drawing small accurate lines very complicated.

 

I am using Windows Ink. Disabling it is out of the question since Wintab support has been deprecated and there are other, worse bugs with it.

I do not have "hold to right click" enabled and "tip double click distance" in the Wacom Tablet Properties is set to "Off". Drivers are up to date.
