Photoshop 21.02 Defualt on JPEG to Progressive

Since pulling the 21.02 PS upgrade, I find it's annoying that the app wants to assume Progressive as the default manner of Save with a file. I have had a conversation with a national lab - they are seeing this as a problem-clients sending files do not realize that the app is not saving to Baseline as previous. What is the solution to this issue?

My suggestion would be to save an action or create a script to default to your preferred settings.

It does not work that way here (v21.0.2 on Windows 10), it defaults to whatever I saved it as last (which is usually Baseline).

Have you tried resetting prferences?
