Photoshop 22.1.0 Select Subject Problem

When I select a subject to isolate it from the background and then make a duplicate layer of the original background in order to add some blur, Photoshop 22.1.0 won't let me flatten the layers afterward and gives me a program error.

 

I have 3 layers from top to bottom:

-  Isolated subject

-  Isolated background with blur added (then masked to conceal bottom of image)

-  Original background layer

Try Merging the layers, possibly one at a time with Cmd+E if necessary (Carl+E on Windows). What does the error message say?

Still doesn't work.  I've tried everything.  So, for now, I edit the image in 22.1.0, but go back to older versions of Photoshop in order to use the Select Subject tool.  Pain though.
