Photoshop 22.2 freezing and will not open

I made the mistake of clicking on preference sync presets when the box came up on the new version and made the suggestion.   Since then, it will open but will not allow me to click on anything such as "file" or any options.  I have uninstalled and reinstalled it several times with no change as it still freezes and crashes almost immediately.  Any suggestions?  I, fortunately, still have PS 2020, but I miss the neural filters and sky replacement and want them back.

Reset your PS 2021 preferences user Ctrl+Alt+Shift as soon as you click on Photoshop startup button.  Photoshop should prompt do you want to delete your Preferences reply yes delete them.  Reinstalling Photoshop does not reset your Photoshop preferences.
