Photoshop 22.3 freezing on Mac with M1 processor

Sady Program is broken on M1 mac. I have uninstalled  4 times to only get the rainbow wheel of death.

Followed all the steps its still broken 😞 Ive reset computer updated everything uninstalled and reinstalled. I cant get past creating a new doc.
