Photoshop 22.31 isn't opening. I have uninstalled it and restarted my computer but it didn't work. Photoshop 22.31 crashes right from the very start. How to fix it? Thank you.

Do you have the latest Window 10 device driver installed for your PC's Display Adapter. Adobe has changed Changed Photoshop's GPU support in all the Photoshop version 22.x.x updates. Adobe has issue in their GPU support in Photoshop 2021.
