PS 3 was released around 1994 it  was the first release I used.

The Windows updated, I then followed instructions to take away the update and it still did not work.  //???

Hi Skain,

What do you mean by “direct email”? If you were sent a PM through this forum, it was most likely a scammer pretending to be Adobe with an email address that is not adobe.com. Post details here if you think that happened.

Was the email from an Adobe rep or was it automatically generated from a response that was also posted to the forums?

You keep repeating the same request , but seem to be ignoring the responses given here.
No-one here can send an email that Adobe have sent you (if indeed it did come from Adobe). We are volunteer Photoshop users who try and help other users. We do not work for Adobe.
You were asked for details of your issue and your system but have not yet given them. Until you do, we cannot help you.
