Photoshop became Slow and i tried everything under the sun. Need Help!

first of all, some background Info:

windows 10

windows version : 64 bit.

Photoshop 2020

Graphics card : Nvidia Geforce GTX 1650.

Ram: 8g

Disk: 518G SSD

 

The problem is as follows: unless i use the most basic round brush, photoshop is slow. Everything is slow except the round brush. Undoing takes 0.5 to 0.8 seconds everytime. Doing two undos back to back is impossible. even opening photoshop windows is slow. 

i tried all things that i found! here is a list of what i already tried:

 

Check Scratch disk.

disable/set smoothness of brush to 0%.

check/uncheck option to use grahics card.

increase memory usage.

increase Cache level.

increase Cache Tile size

decrease save states.

deactivate ruler.

change drawing mode to basic/normal.

check/uncheck OpenCL.

canvas size is small.

removed all layers.

no added brushs, just the default photoshop brushs.

 

i contacted two customer service agents from adobe and gave them full control of my PC. They did all kind of things that i couldnt keep track of plus the things listed above. They even updated the graphics card and the windows. And the last thing of them all, I reinstalled windows. And nothing.

 

I tried photoshop before and wasn't like this. It worked great for a day and then this happened.

im about to just give up and go back to whatever program that i was using before. Please, HELP!
