Photoshop Can't open-- Scratch Disks Full and Can't be edited

Hello, My photoshop scratch disks are full and the app will not launch. I have a Windows 10 operating system, and I've hit CTRL Alt while launching to pull up the scratch disks preferences window. However, when I do, I cannot select anything and no other preference options come up (photo below). I've also cleared out my harddrive of unnecessary files and looked in my temporary files folder for extra photoshop files; none are there. None of these have any effect and photoshop still won't launch. 

 

I need to find out how to clear the scratch disks or how to force photoshop to launch so I can clear them through the standard edit/preferences method.
