Photoshop CC 2019 - Shapes nearly crash program

I can create pixels and paths just fine using either the Shape or the Pen Tool, but the second I try to make an actual shape layer with the Shape Tool, the program freezes for 1-2 minutes before the shape actually draws. Sometimes, the program will be frozen indefinitely. This was happening with my installation of CC 2018 as well only recently and I have no idea why.

Reset the pen tool as well as shape tool, reset them and let me know.

Nope. Still getting slow downs. Slow downs did shorten considerably but they're still there.

This exact thing has been happening to me and I've tried the suggestions below, but no luck. Anyone have a solution?
