its not letting me open photoshop, i click open and it just sits there on the creative cloud window.

You need to be much more specific and provide system information and other such technical stuff. As a start, make sure your Internet connection is working correctly and you have sufficient user privileges on your computer. Especially on first launch and when launching stuff from the CC app, not your computer's native functions, blocked connections can prevent the apps from verifying your license or loading stuff like the welcome panel and then simply wait forever without any visible response.

Please ensure your computer meets or exceeds the minimum system requirements to run Creative Cloud + all other apps you intend to use. Check each one.
