Photoshop CC2020 I cannot remane or unlock the background layer

This started today; when I try to rename the Background layer or unlock the Background layer the action works, but I am left with what appears to the Free Transform handles. I cannot dismiss the handles via Enter or ESC as I have been doing since Free Transform became a tool in PS. Every subsequent layers has the handles. What gives? Any recomendations on how to dismiss? Is this a bug?

I am running PS2020CC v21.1.3

on Windows 10 v1909,

64gb of RAM

500GB of scratch disk

Checkout the optin panel maybe by mistake you have the Show Transform control on...so it looks like freetransform....

Thank You, Thank You, Thank You. You have just reconfirmed something I learned way back when (a long time ago) - if it is not doing what you expectt check the options.
