Photoshop CC2020 I cannot remane or unlock the background layer

This started today; when I try to rename the Background layer or unlock the Background layer the action works, but I am left with what appears to the Free Transform handles. I cannot dismiss the handles via Enter or ESC as I have been doing since Free Transform became a tool in PS. Every subsequent layers has the handles. What gives? Any recomendations on how to dismiss? Is this a bug?

I am running PS2020CC v21.1.3

on Windows 10 v1909,

64gb of RAM

500GB of scratch disk

Video: NVIDIA GeForce GTX770 with 2GB RAM.

Checkout the optin panel maybe by mistake you have the Show Transform control on...so it looks like freetransform....
