Photoshop color picker is Monochrome

Upon Launching my Favorite Adobe application, Photoshop, I found that the Color picker took will only select monochromatic color options, no matter which color I intended to select. I have attempted to fix the issue using CTRL+2, and by restarting, in my opinion, Adobe's greatest application, Photoshop.

If a Layer mask was targered they are a gray scale channel only shade of gray will be sampled. Its more a limonsity sample than a color sample.
