Photoshop Crash on launch

Every time I open Photoshop, it freezes on launch showing "'Loading Halide Bottlenecks..."

 

I cannot find any folder at this path: ~/Library/Preferences/Adobe/Photoshop <version year>/Settings/

 

The copy I recieved of Adobe Photoshop was given to me by my school so I'm not sure how it was installed on my computer.
