Every time I open Photoshop, it freezes on launch showing "'Loading Halide Bottlenecks..."
I cannot find any folder at this path: ~/Library/Preferences/Adobe/Photoshop <version year>/Settings/
The copy I recieved of Adobe Photoshop was given to me by my school so I'm not sure how it was installed on my computer.

Have you been trying to remove custom preset files as described on:https://helpx.adobe.com/au/photoshop/kb/freeze-on-launch.html
