Photoshop (latest version as of March 2021) crashes at every turn. When I open my file, draw, save, whatever action you can name it, it just crashes and resets my PC. I've reset the preferences, gone into Regedit and followed the steps to change the TdRDelay etc. Nothing is working and is making Photoshop unusable.
Any help would be greatly appreciated.

In Windows 10 an application cannot crash the PC. However a driver called by that application can cause a crash.
The most likely suspect is the GPU driver which is used by Photoshop for calculation not just display. Go to the NVidia site and download teh latest Studio driver for your GPU. When installing, choose Advanced options and then Clean Install. That will ensure that remnants of the old driver are not carried forward.

Thank you for your response Dave

Is there any documentation to substantiate this claim? This does not happen with any other Adobe CC app so I can only assume it's Photoshop.
I downloaded the latest studio driver to no avail. The crash still happens.
