Photoshop does not open

Yesterday I began trial of the Photo plan. I downloaded Photoshop and used it last night. Today, when I try to open Photoshop, I consiestently get the following error message in a modal dialog box headed Adobe Photoshop: "Could not initialize Photoshop because of a program error."

I am using Windows 10.

First try resetting the preferences for Photoshop (hold down ctrl+alt+shift through startup of Photoshop - https://helpx.adobe.com/photoshop/using/preferences.html). 
If that doesn't work, I suggest a clean uninstallation of Photoshop, using the Cleaner Tool (https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html), then restarting the computer and reinstalling Photoshop.
