Photoshop Freezing on different opening segments when click on from the desktop; not opening up

I am a PC Specilist working at UF Health Jacksonville FL and I have a physician who is having issues opening up Photoshop. He clicks on it to open and it stalls out at different areas where it be at initialing, reading profile, etc; then I have to go into task manager to close it out and try it again and it does it again. Been doing it for a bit; I have replace his PC and install his creative cloud on the new PC and still does the same thing. He is new PC like his old one is running Win 10 Enterprise 64 bit; 16G memory (instead of 8G memory), Dell Optiplex Mini Form Factor 7060 is good. You know what could be causing this? Thanks for your help and insight and assistance into this matter

Hi James,

Today I had the person who built my PC examine it for any problems, he
found none with the computer. He then uninstalled photoshop (latest
version) and reinstalled photoshop 2 versions earlier. This appears to
have resolved the problem. I suggest you may like to do the same and see
if it cures your problem. I have also emailed Adobe with my findings.
