Photoshop gets stuck on white select tool

Anywhere from every 20mins to every 1hr while using Photoshop (seemingly all available versions) the tools will lock on the white arrow select tool and nothing responds. 

I can still press F to cycle screen mode, and I can save and exit etc, but I cannot un-select the tool or select any others. 

 

Incredible waste of time and very frustrating to say the least. 

 

Have tried different keyboards (assuming stuck key), different versions of Photoshop and the problem persists.

What have you done for all-purpose trouble-shooting so far? 
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Hi there! 
I was actually able to find what causes the problem. You only need to go to preferences > tools and disable "flick panning". I tried it out by enabling and disabling it and the problem came up only when it was enabled.
