Photoshop has suddenly stopped working as has Bridge.

Photoshop has stopped opening on my laptop. I watch the messages on the Photoshop screen that comes up when it initializes & it stops at 'Building colour conversion tables'. It doesn't hang, no error messages open, it just does nothing else as if it stopped trying to open. I have allowed it time to open & nothing else happens. I have tried uninstalling it & reinstalling it from Adobe Creative Cloud but nothing changes.

Bridge does the same but not even a start-up screen appears. Lightroom appears to be working, Rush appears to be working.

Do you have any suggestions other than uninstalling everything & reinstalling everything?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
